Mr. Speaker, I rise in opposition to the Family Planning Act, H.R. 19318. There was a time when Americans made a joke about how all politicians could be counted on to be in favor of motherhood, because it was assumed that motherhood was one value and blessing which no one in his right mind could dispute.

??????????????? Tragically for our country, those days are past. The familiar joke is not heard very much today. For motherhood is now under systematic, vehement and almost incessant attack. And I am waiting to see how many of my colleagues in this House, which represents the American people, will stand up with me today for motherhood and for human life, and against the ?family planners? for whom motherhood is the enemy. The fact that no other member of the committee on which I serve, the committee which brings this bill before you, has been willing to do so shows just how far we have come from the days when the creation of new human life in the mother?s womb was held in universal honor.

We could make being for motherhood a joke when everyone was for it. But ceasing to be for motherhood is a different matter entirely. For motherhood is the channel for the transmission of human life. Without it, there is no future.

What the population planners never seem to remember is that population trends change, ebbing and flowing like the tide at different periods in history. You simply cannot take figures for a given brief period in the present and project them unchanged into the future with any significant probability of accuracy. In just the single decade of the 1960s, according to the preliminary returns from the 1970 census, we overestimated our population by no less than 5? million people. Instead of the 205,700,000 Americans who had been projected ? and ticked off on the famous population clock in the Department of Commerce ? there were only 200,200,000.

If we can go 5? million wrong in just 10 years ? nearly 3 percent of our total population ? what are we to think of projections now so blithely made for 30, 50, or 100 years into the future? Their appearance of precise statistical accuracy is pure sham.

What we now see is a more steady reduction of the birth rate in America, going back to 1957. According to the report of the White House National Goals Research Staff, July 4, 1970, Figure 2-1, it has fallen from 3.8 births per mother in 1957 to less than 2.5 today. If this trend continues and is artificially accelerated by massive government programs such as the bill before us would establish, we may well see not only an end to the baby boom of the early 1950s, but an actual population decline resulting from a growing and officially sponsored hostility to conception.

Such declines have occurred, seriously weakening or destroying the nations involved, without the benefit of modern contraceptive techniques and without official promotion, in many significant instances in history, ranging from the last years of the western Roman Empire to 19th century France. It is noteworthy that Communist China, which has the largest population of any nation on earth and whose government certainly has the power to impose population control, has rejected this as a policy. The contraceptive mentality can mean national suicide.

The Bill before us today, brought up under suspension of the rules on the very first day after a month-long recess, would commit the U.S. government to the life prevention business at an initial cost of more than a quarter of a billion dollars. We all know from long experience with Federal programs how much this figure is certain to rise once the program is underway ? with no end in sight.

The bill contains no restriction whatever on the age or the marital status of the persons who may receive contraceptives paid for by the funds it appropriates. Dr. Alan F. Guttmacher, president of Planned Parenthood-World Population, admitted in testimony before the Interstate and Foreign Commerce Committee that his organization ? which would in all likelihood receive substantial funding from the appropriations provided by this bill ? now gives contraceptives to young teenage children in family life classes in several large cities. Thus it is simple truth to say ? unpalatable as a blunt statement of the truth may be ? that in practice it will amount to officially condoning not only fornication, but statutory rape.

We are told that the bill is intended to prevent the birth of unwanted children. What makes a child unwanted? A paper by Arthur A. Campbell, Chief of the Natality Statistics Branch, National Center for Health Statistics, U.S. Public Health Service, included in the transcript of the committee hearings on this bill, may serve to put this talk of unwanted children in true perspective, and to give an idea of the price some Americans now put on human life:

??????????????? The prevention of 451,000 births would allow 135,000 women to work for four years. If they earned an average of only $2,000 annually (assuming that some work part-time and some work full-time), their earnings would total $8,000 each, or $7,260 when discounted to the first year at a rate of four percent. Since only 30 percent of the women are assumed to work, the additional earnings would average $2,178 per unwanted birth avoided. In this case the economic benefit is 7.8 times greater than the cost of $300 per unwanted birth avoided.

This is one of the most chilling statements I have ever read. There was a time when Americans viewed human life as priceless. Now it seems the price is down to $2,178. At this rate, how long will it be before we drop to rock bottom ? the value of a few cents, or maybe a few dollars now with inflation, that has been set for the chemical constituents of a human body?

By contrast to this appalling product of the statistician?s art, I would like to share with you a most significant comment of my distinguished colleague from Kentucky, Dr. Tim Lee Carter, who ? though he supported this bill in committee ? had this to say in response to the witness who tried to tell the committee how mothers often hated their newly born children:

??????????????? I was interested in paragraph 1 on page 6 of your testimony in which you say that ? you talk about the lady, I believe, on page 5, who cursed her children or her unborn child. You know, I think that is the unusual thing. Some way or other almost every mother who gives birth to a child loves that child the moment it is born with an undying, unremitting love. It has been my fortune to deliver thousands of youngsters, and I think that statement is perhaps just a little bit on the unusual side. It may occur, but in the 27 years I was in practice, I do not believe I ever heard a mother curse an unborn child. And I hope I never do.

We are told that this bill is needed to reduce the number of illegitimate births and the medical and psychological complications for both mother and child often resulting from them. But in England, which in the past decade has launched a massive program to make contraception available to everyone, illegitimacy has substantially increased. In the 13 to 15 year age group, it has tripled.

Supposedly this bill would not now permit abortion, which its earlier version would have permitted, because of a clause inserted in the new bill drawn up after the committee hearings ? a clause which was not in the bill passed by the Senate, and may not survive the conference committee. But this clause, section 1008, does not specifically define the term abortion. Consequently, its prohibition of abortion might well be interpreted not to apply to those contraceptive methods which destroy the fetus very soon after conception ? methods which Dr. Sheldon J. Segal of the Biomedical Division of the Population Council in New York, testifying before the Interstate and Foreign Commerce Committee on this bill, frankly admitted were early abortifacients. The development of abortion-inducing chemicals such as prostaglandins, also described in material presented to the committee, is further obscuring the distinction between abortion and contraception. Furthermore there is no prohibition of any kind on federally assisted sterilization as a method of family planning.

Again and again we are told that this bill is strictly voluntary, that no woman will be forced to accept contraceptives or have her babies killed, or their lives prevented, against her will.

Now I ask all of you, in the name of reason and common sense, how many more times are we going to be fooled by this perennial argument? How many more times are we going to pass bills, assuring ourselves, and everyone else who is concerned, that they are really harmless because strictly voluntary, only to come back a few years later and make them compulsory when the people have become more accustomed to the idea? Surely you all remember Federal aid to education, approved by the House just 5 years ago, with no strings attached and strictly without Federal control ? or so we were told. Now we are constantly debating just how we shall go about forcing schools accepting Federal aid ? which means virtually all of them now ? to comply with our regulations, and how we shall go about forcing children to attend them. There was a time when collective bargaining in this country was voluntary. But then we decided that there was not enough of it, and made it compulsory. The list is endless.

I know that many of you, probably most of you, now approve of the use of Federal aid to impose certain requirements on local schools, and of mandatory collective bargaining. We are not debating those issues here today. I mention them only to show that when proponents of a massive Federal birth control program come before you and insist that they mean it to be always strictly voluntary, history shows that the exact opposite is very likely to be the eventual outcome of legislation like this.

I will ask members of the House this question: In your own careers in Congress how many bills have you seen that you have started out as voluntary measures and have them become mandatory? I served 5? years in a state legislature, and one of the most common procedures was to change ?may? to ?shall.? After we put through a voluntary bill, we then moved on to make it mandatory.

I will make a prediction at this point. Mark my words. If this bill passes today, in a few years you will see ?may? changed to ?shall? when it is found out that the objective stated in this bill cannot be achieved by voluntary means.

Several witnesses at the hearings on this bill made it very clear that they advocate a voluntary birth control program only so long as it works. If it does not work to their satisfaction, they will go to a compulsory program. They leave no place for the alternative of the rejection of the contraceptive mentality by a free, life-loving people.

As Dr. John R. McCain of Atlanta, GA said in testimony on this bill before the Interstate and Foreign Commerce Committee:

??????????????? Family planning on a voluntary basis is the most acceptable approach. Unless voluntary methods are successful, actual control of population by compulsory measures may be resorted to at some future time.

And to quote again from Dr. Segal?s testimony:

??????????????? There are people, serious demographers, who believe that the population growth rate, the population problems in general in this country, can create problems that can only be solved by strong line methods, by giving up the concept of voluntarism and regulating the number of children people can have, by coercion, by legislative means that will be economically coercive, and so on.

Now, I feel that we must give voluntary family planning a chance to prove whether or not it can bring us to a zero population growth level. We have not given it a chance.

Dr. McCain further explained how funds appropriated under this bill would be used to propagandize for contraception, to change attitudes in its favor, and to put pressure on people to prevent births:

??????????????? Psychological and sociological research is required to determine the methods of motivating the population, male and female, to initiate effective family planning and to utilize the methods consistently? We have had in the experience of our program in the Atlanta area what they have spoken of sometimes as the Madison Avenue approach. In other words, by no means that it is terrifying or fearful, but that it is the thing to do. In other words, the popular thing for the patient after she has delivered, if she has not begun on family planning at that time to be sure that she returns. The pressure of her peers by their questions. ?You have not started on your pills yet?? Or, ?You have not had your IUD put in yet?? The concern of the block area, the community area, that anybody that does not do that is just not quite up on the current way of doing things.

In view of all this explicit testimony, I frankly cannot put much stock in the many pious disclaimers of coercive intent on the part of the proponents of this bill. Rather, I regard it as a long step toward a Nazi-like tyranny in our land. When government gets into bed with you, surely that is the ultimate in government control.

Finally, the most grotesque argument for this bill is that it will somehow help in the fight against pollution, as is indicated in the testimony of organizations such as the Sierra Club in support of it. A moment?s though should make it perfectly clear that a single human being, simply by being alive, produces negligible pollution. It is technology that pollutes, not people. We can, and we must, bring under control those technological excesses and processes which are dangerously befouling our air and water. We should not, and must not, let ourselves be persuaded to try to eliminate pollution by eliminating people.

I ask my colleagues who have the interest of the poor, and of our minority groups especially close to their hearts, to think very carefully about who profits and who suffers by this approach to our pollution problem. The people at whom this bill is specifically aimed are the poor ? and less specifically, the minorities. Are they to be made scapegoats and victims of a problem arising from our great industries? As Msg. Alphonse Popek of Milwaukee, WI said in testifying on this bill:

??????????????? Pollution, though existent, is the convenient smokescreen for the sinister business of eliminating people. ?People cause pollution ? pollution is bad ? therefore eliminate people.? Which people? All people? It seems that non-quality people are the transgressors. But who is to identify these non-quality people? Does it not seem that the present bill provides for government working through its highest and lowest departments and through funding of individual and private agencies to make the final determination? Little people do cause pollution, yet there are many vested interests in this country which cause even greater and more serious physical pollution, and some of these interests are known and some are yet to be determined. All must be stopped by every technological and scientific effort before human life is to be snuffed out at any point along the spectrum of existence. My concern relates to the removal of truly dangerous pollutants which would not only contaminate the clear streams of morality, and the pure air of religious freedom, but the human rights of life, liberty and the pursuit of happiness.

I can find no better words with which to conclude than those eloquently spoken by a Wisconsin housewife, Mrs. Alvin Emmons, who traveled 2,000 miles to come to Washington to testify against the bill in committee. Listen to her. I am convinced that she voices the heartfelt protest of the best and soundest instincts of our people, on this legislation:

??????????????? It is neither the function nor the purpose of government to sponsor or promote programs of population control. Government?s proper role is to protect the lives of all its citizens including the unborn and to protect the right of the citizens to transmit life. Passage of this law will only add to the irresponsibility and over-permissiveness which seems to be running rampant in all areas of living today. We urge you to vote against this bill and ask rather that you exert every effort to protect the home and family and the very right to life. The time is NOW to stop the tearing down of the home and family through the passage of any immoral or amoral laws.

FLASHBACK: Obama: I Have Expanded Rights of Gun Owners

Two months after the January 2011 Tucson shooting, President Obama put into writing the same pledge he made last night in Newtown, Conn. "We have a responsibility to do everything we can to put a stop to" tragedies from gun violence, he said in an op-ed in the Arizona Star.

But in the next sentence, Obama adds this caveat, shedding light on his approach to guns:

"Like the majority of Americans, I believe that the Second Amendment guarantees an individual right to bear arms," he wrote. "And, in fact, my administration has not curtailed the rights of gun owners - it has expanded them."

In his first month in office, Obama overturned a 20-year ban on loaded guns in national parks and wildlife refuges. Licensed gun owners from any state can now carry concealed, loaded weapons on federal land.

Ten months later, as part of an omnibus spending bill, Obama reversed a decade-long ban on transporting firearms by train. Amtrak travelers can now carry unloaded, locked weapons in their checked baggage.

These actions, and others, are what earned Obama an "F" from the Brady Center for Gun Violence in 2010 for "extraordinary silence and passivity" on gun control. But Obama saw the moves differently.

"The fact is, almost all gun owners in America are highly responsible," Obama wrote in the Star. "They're our friends and neighbors. They buy their guns legally and use them safely, whether for hunting or target shooting, collection or protection. And that's something that gun-safety advocates need to accept."

This outlook offers insight into how the administration will approach what Obama described as the need for "meaningful action" in the aftermath of the Newtown massacre last week.

As president, Obama has always emphasized the need to keep guns out of the wrong hands, rather than restrict the availability of guns or gun parts themselves. In his few public comments on the issue as president, Obama has called for enforcement of existing laws and improvements to the national background check system.

The background check system "hasn't been properly implemented. It relies on data supplied by states - but that data is often incomplete and inadequate," Obama wrote in his March 2011 op-ed. "We should in fact reward the states that provide the best data - and therefore do the most to protect our citizens? we should make the system faster and nimbler.

"We should provide an instant, accurate, comprehensive and consistent system for background checks to sellers who want to do the right thing, and make sure that criminals can't escape it," he wrote.

Experts say that beefing up the system - and improving its ability to catch mental illness among potential gun buyers - is something that Obama could do right away via executive order. One proposal includes directing more state or federal agencies with knowledge of a person's mental competency or drug use to funnel that information into one, central background check system.

Other gun control proposals that Obama has endorsed, such as requiring background checks for gun sales at trade shows or banning the sale of assault weapons, would require Congressional approval. In spite of six major shootings on his watch, Obama has not publicly pushed for a renewal of an assault weapons ban or new restrictions on high-capacity magazines.

First Responders Face Haunting Memories

Police and paramedics who descended on the scene of the massacre at a Connecticut grade school face haunting memories and nightmares in the days and weeks to come, particularly if they have children of their own, experts say.

Twenty children and seven adults were killed Friday after a gunman opened fire at Sandy Hook Elementary School in Newtown, Conn. The shooter, identified as 20-year-old Adam Lanza, then killed himself.

"How the first responders react depends on how closely they identify with the victims," said Dr. Charles Marmar, chair of psychiatry at NYU Langone Medical Center in New York City. "Let's say somebody has a son or a daughter the same age as the victims -- we know that makes a big difference."

After the initial shock of such a violent attack fades, first responders sometimes struggle with flashbacks and sleep disturbances that can take a personal and professional toll.

Neal Schwieterman, a first responder at the 1999 Columbine massacre, still struggles with memories of what he saw there.

"Part of me is still missing from that day," said Schwieterman, who was a sheriff's deputy in his last week with the Jefferson County Police Department at the time. "I will never be the same."

Schwieterman rushed to the scene where he evacuated eight carloads of wounded students.

"It's a grieving process for everyone after this kind of thing, including first responders," said Schwieterman, who sought counseling to cope with the harrowing day. "It took a complete toll on me, and rightfully so."

Schwieterman was not a father at the time, but now has a 10-year-old daughter.

"I just can't imagine," he said of the Newtown shooting. "It rips your heart out."

Experts say first responders are surprisingly resilient, with the vast majority recovering from the stress of a horrific scene within days or weeks.

"But some will continue to have symptoms, and those people will probably benefit from some form of counseling," said Dr. Spencer Eth, a professor of clinical psychiatry at the University of Miami. "Unfortunately, when it comes to police, they sometimes try to act tough even when they're feeling badly, and that's an obstacle to getting the help they need to recover."

The fact that most of the victims in Newtown were children, Eth said, could mean more first responders will need counseling.

"The shock and horror of seeing children killed is more personally distressing than almost any other situation they have to deal with," he said, adding that first responders in many cases are also responsible for notifying families of the deceased. "Having to notify parents of their child's death is among the most difficult things they have to do in their professional lives."

With help, first responders can learn to cope. But they can never forget. Schwieterman, who is now the mayor of Paonia, Colo., still speaks of Columbine with a shaky voice, pausing often to gather himself. And when he heard about the Newtown shooting, he knew his phone would be ringing.

"I've had several family members call and ask if I'm doing OK," he said. "That kind of support helps you through these things."

Syrian opposition forces say they are on brink of major victory in Aleppo

After months of fighting in Aleppo, opposition forces say they are on the verge of claiming complete control over an area in northern Syria.

For more than three weeks now, opposition forces have besieged an infantry school in northern Aleppo that has in excess of 1,000 government forces inside. In recent days, they managed to breach the school and now say it is days away from falling.

?It?s the only spot in northern Aleppo that is not free. Once we have that all of northern Aleppo will be free,? says Haj Omar, the commander of the Free Syrian Army?s Bab al Salaam Battalion.

The fall of the school will be a significant stride forward for rebels, allowing them access to a more direct route to the Turkish border and capturing supplies critical for continuing their advance against President Bashar al-Assad's forces.

SUPPLY CHOKEHOLD

Though pockets of government troops remain in the area, since late this summer the Syrian opposition has controlled a bloc of territory in northern Syria's Aleppo province roughly the size of Rhode Island, creating de facto courts, government councils, and police to administer the territory. The area, referred to by many locals as ?Free Syria,? remains susceptible to airplane and artillery attacks, but those too have been decreasing in recent months.

Among the biggest gains that would come from capturing the infantry school, which is located just north of the city of Aleppo, is the Syrian opposition?s ability to increase pressure on the remaining fronts in the city.

?Aleppo is a very big front line. If we take the school it means that our backs will be safe and we can bring more troops here to finish the fight in Aleppo,? says Abu Fadi al Homsi, a senior commander for the FSA?s Abu Bakar Battalion.

Mr. Homsi estimates that the FSA has committed at least 2,000 fighters to besieging the school, which can be moved elsewhere once it falls into their hands.

Between 60 and 70 percent of the city is already under opposition control, say FSA leaders. Rebel forces have cut off the government?s supply routes to the north and now Assad?s forces can only resupply by air. But the main airport in Aleppo is under siege by the FSA, which says it will soon begin shooting down any plane that tries to land at the airport.

Limited supplies have long vexed opposition fighters in Syria, who are short on everything from bullets to bread. The group is able to get some supplies through donations or purchases, but the vast majority of the FSA?s equipment comes from what they?re able to capture from government forces.

The opposition fighters say that according to their intelligence sources, the school offers an arsenal of thousands of rifles and ammunition, along with two working tanks.

?The key to our advance has been captured ammunition. The more we can capture, the more we can advance,? says Abu Saleh, deputy commander of the FSA?s Dar al Shaba brigade.

PLAGUED BY DEFECTIONS

Opposition groups already have control of several roads leading to the Turkish border. Although the capture of the infantry school means gaining control of the most direct route to the border and will make it more difficult for the Syrian government to cut off access to Turkey, it?s unlikely to be a game changer for rebels who can already move freely between the border and Aleppo.

Aside from weapons, the infantry school will also offer a boost to the FSA rank and file, providing them with newly defected soldiers. Already, more than 100 have managed to defect during the course of the siege and rebels say more are expected once they have complete control of the school. The regime forces often kill soldiers as they try to defect, leaving many feeling trapped.

?We could have invaded it from the first day, but we wanted to give soldiers a chance to defect first,? Abu Morad, an FSA fighter. ?We have spies inside the military school who will tell us who wanted to defect but couldn?t during the siege.?

In the coming weeks, opposition forces are likely to target a small military airfield on the outskirts of the northern area they now control and an artillery base on the southern edge.

Though the string of recent gains has spread optimism through the ranks of the opposition, the group?s leaders say they must still focus on gaining control of the rest of Aleppo before they shift their gaze elsewhere.

The battle for the capital city, where there has already been sustained fighting, is likely to intensify if and when rebels are able to capture the area between Damascus and Aleppo, allowing them to send reinforcements to the FSA units fighting there.

"Damascus will be the main fight because that?s where everything is ? government offices, embassies, everything ? so this will be the most important," says Homsi.

Opposition fighters say they are also expecting heavy fighting in northwestern Syria's Latakia Province, Assad's homeland and where some analysts say he may eventually retreat if rebels continue making gains. Already, there are reports of fighting in at least 12 of Syria's 14 provinces.

Shhhh! A new law says TV ads can't blare anymore

(AP) ? TV viewing could soon sound a little calmer. The CALM Act, which limits the volume of TV commercials, goes into effect on Thursday.

CALM stands for Commercial Advertisement Loudness Mitigation. The act is designed to prevent TV commercials from blaring at louder volumes than the program content they accompany. The rules govern broadcasters as well as cable and satellite operators.

The rules are meant to protect viewers from excessively loud commercials.

The Federal Communications Commission adopted the rules a year ago, but gave the industry a one-year grace period to adopt them.

Suspected violations can be reported by the public to the FCC on its website.

Sexual and social behavior modified by serotonin system drugs

Dec. 11, 2012 ? Drugs that bind to specific serotonin receptors in the brain can both improve and impair female sexual function in non-human primates.

These are the findings of a study conducted by Leiden PhD candidate Yves Aubert and colleagues at the division of Medical Pharmacology of the Leiden/Amsterdam Center for Drug Research (LACDR & LUMC).

The common marmoset

Aubert carried out his research in co-operation with the Wisconsin National Primate Research Center at the University of Wisconsin-Madison. 'Relationship dynamics between partners are a key factor in determining female sexual behaviour,' Aubert concludes from experiments conducted in common marmosets, a species of New World monkeys that form long-term pair-bonds similar to those of humans. After treating female marmosets for several weeks with drugs that have specific serotonin receptor binding properties, Aubert was surprised to find not only changes in the females' sexual and social behaviour directed at their male pairmates, but also changes in the males' behaviour towards the females. In an innovative approach, he used two experimental drugs in his experiments that resulted in opposite behavioural effects.

One drug (8-OH-DPAT) had a negative impact on female sexual and social behaviour, while the other had a positive impact, as Aubert demonstrated for the first time in a non-human primate. 'Clearly, pair-bond quality between partners and sexual behaviour are closely linked. While one drug increases aggression between male and female and sexual rejection of the male by the female partner, the other drug increases social grooming between pairmates and enhances the female's sexual attractiveness to her male partner.'

A pharmacotherapeutic treatment option for women suffering from HSDD?

The drug with the positive impact, called Flibanserin, was developed as a potential non-hormonal treatment for pre-menopausal women with hypoactive sexual desire disorder (HSDD). HSDD is the most commonly reported female sexual complaint and is characterised by a persistent lack of sexual fantasies or desire that causes marked personal distress and/or personal difficulties. Aubert suggests that Flibanserin's therapeutic effects in women with HSDD may stem from improvements in sexual, social and emotional bonding between partners.

Unraveling the neurobiology of female sexual behaviour

Using a monkey model provided the researchers with the opportunity to ask detailed questions about the neurobiological underpinnings of female sexual behaviour. Aubert and his teams of researchers in Madison (Wisconsin, U.S.A.) and in Leiden conducted endocrine, imaging and genetic experiments to learn about hormonal and brain activity and gene expression patterns that are involved in the processes leading to impaired or improved female sexual and social behaviour. 'I believe that our results provide new leads and may spur renewed interest in the study of female sexual function -- a topic that has been a taboo, or marginalised, for too long,' comments Aubert. 'Our study suggests that oxytocin may be the pivot of serotonergic regulation of female sexual behaviour, pair-bond and pharmacotherapy of HSDD; a finding that warrants attention in future studies.'

Baltimore Ravens: Week 14 Fantasy Football Forecast

Breaking down fantasy football match-ups for all viable Baltimore Ravens as they take on the Washington Redskins.

Joe Flacco ? ? ? ? ?8/10

Flacco?s season of ups and downs continued last week as he dropped a total dud at home against the Pittsburgh Steelers. The poor performance came after a pretty big fantasy day in the miraculous comeback against the San Diego Chargers.

Despite his numbers in the last two games, Flacco has played much better at home than on the road, so he has that going against him this Sunday.

However, the Redskins? pass defense has been atrocious all season, as they rank second to last in the league. The Washington run defense is much better than the pass defense, and paired with Cam Cameron?s pass happy play calling, it wouldn?t be a shock to see Flacco air it out over 40 times on Sunday.

Considering this isn?t too far of a road game (roughly a 40-mile trip to D.C.) that could help to bridge the gap between Flacco?s road and home numbers.

When you consider how bad the Skins? pass defense is and how the Ravens need this game to keep up with the rest of the AFC?s top teams, Flacco should have a solid fantasy day.

Prediction:? 330 yards passing, 2 touchdowns, 1 interception

Ray Rice? ? ? ? ? ?6/10

Rice has little time left to turn around a somewhat disappointing fantasy season. The Ravens? once-feared rushing attack ranks a paltry 23rd in the league. Much of that blame can be placed on Cameron?s idiotic play calling, as he simply hasn?t given Rice the amount of touches he deserves.

The Redskins meanwhile own the league?s fourth-ranked run defense, which should be music to Cameron?s ears. Rice has only rushed for over 100 yards twice this season, with his season-high a pedestrian 102 yards coming all the way back in Week 5.

Thus, facing a stiff run defense and his own offensive coordinator, expect another average effort from an above average running back.

Prediction: 70 yards rushing, 30 yards receiving

Torrey Smith ? ? ? 9/10

Smith once again showed off his inconsistency last week, as he all but disappeared against the Steelers after his best game of the season the prior week against the Chargers.

However, Smith will face a brutal pass defense so he could have another monster day. Paired with the fact he had a horrible game last week, Smith usually follows bad games with good ones.

With the Redskins? defense strong against the run, Smith should see plenty of targets. Despite Flacco being the worst quarterback in the league on passes of 11-plus yards down field, Smith should be able to reel in a couple of big plays, including a touchdown.

Prediction: 110 yards, touchdown

Anquan Boldin ? ? ?7/10

Boldin was an animal last week against the Steelers as he usually rises to the occasion in physical match-ups.

This game doesn?t figure to be a physical battle in the passing game, so expect Boldin to not have quite as big of an impact.

However, with the Ravens propensity to chuck the ball relentlessly and the Reskins? awful pass defense, Boldin should have another productive fantasy day.

Consider him a decent third receiver or flex, as the veteran should have ample opportunities in the Ravens? pass happy offense.

Prediction: ?70 yards

Dennis Pitta ? ? 7/10

Pitta, like the rest of the passing attack, has been inconsistent at best this season. He only registered one fantasy point last week against the Steelers, but again, this is a favorable match-up for all Ravens? pass catchers.

Pitta should see at least 5-10 targets this week, with some red zone opportunities as well. Pitta is always a bit of a risky play, but this game bodes well for Pitta.

Prediction: 55 yards, touchdown

Defense/ST?s? ? ? 4/10

There was hope this unit could become relevant again, but last week?s subpar effort against Charlie Batch squashed that hope.

Throw in the fact this unit must take on Robert Griffin III, Alfred Morris and the Redskins? seventh-ranked offense, and the Ravens? defense/special teams is an awful play this weekend.

With games remaining against potent offenses in the final three games, it is time to write the Ravens? defense/special teams off for the season.

Prediction: 400 yards allowed, 31 points, 1 fumble recovery

US works with Russia on Syria, but wants Assad out

Secretary of State Hillary Rodham Clinton said Friday that the United States and Russia are committed to trying again to get President Bashar Assad's regime and the rebel opposition to talk about a political transition in Syria, setting aside a year and a half of U.S.-Russian disagreements that have paralyzed the international community.

Clinton stressed, however, that the U.S. would insist once again that Assad's departure be a key part of that transition, a position not shared by the Russians.

In her first comments on the surprise three-way diplomatic talks held Thursday with Russian Foreign Minister Sergey Lavrov and U.N. peace envoy Lakhdar Brahimi, Clinton said Washington and Moscow agreed to support a new mediation effort Brahimi would lead. She called Thursday's discussions "constructive," while adding that much work remained and suggesting that neither side shifted its fundamental position.

"We reviewed the very dangerous developments inside Syria," Clinton said in Northern Ireland. "And both Minister Lavrov and I committed to supporting a new push by Brahimi and his team to work with all the stakeholders in Syria to begin a political transition."

"It was an important meeting, but just the beginning," she added. "I don't think anyone believes there was some great breakthrough. No one should have any illusions about how hard this remains, but all of us with any influence on the process, with any influence on the regime or the opposition, need to be engaged."

Neither Assad nor any opposition group has agreed to a cease-fire and talks. Both sides believe they can resolve the conflict militarily. Even if the U.S. and Russia reach a broader agreement on a path forward, bringing most of the world with them, it is unclear if that will have any effect on the fighting in Syria.

The 40-minute meeting with Lavrov and Brahimi immediately seemed to ease some of the tensions between the U.S. and Russia over how best to address Syria's bloody, 21-month civil war. Through much of the conflict, the former Cold War foes have argued bitterly. The U.S. has criticized Russia for shielding its closest Arab ally. Moscow has accused Washington of meddling by demanding Assad's downfall.

Clinton said nothing that suggested either government had changed its position, and Lavrov made no public comments after the meeting. But with rebels fighting government forces on the outskirts of Syria's capital and Western governments warning about possible chemical weapons deployment by the Assad regime, Clinton emphasized the importance of taking another shot at a peaceful transition deal.

Diplomatic efforts are needed to gauge "what is possible in face of the advancing developments on the ground which are increasingly dangerous not only to Syrians, but to their neighbors," Clinton said, in an apparent reference to Syria's chemical weapons arsenal, which has become the focus of Western nervousness about the civil war.

Brahimi said after the talks that he would put together a peace process based on a political transition strategy the U.S. and Russia agreed on in Geneva in June. At that time, the process quickly became bogged down over how the international community might enforce its conditions.

But instead of addressing the plan's shortcomings, Clinton stressed its continued value, saying it would commit any future Syrian authority to democratic principles and international human rights standards.

Clinton also said the strategy would have to mean the end of the four-decade Assad regime ? a contentious point with Moscow, which has insisted that Syria's leadership is not for the United States or any other outside party to decide on.

"The United States stands with the Syrian people in insisting that any transition process result in a unified, democratic Syria in which all citizens are represented ? Sunni, Alawi, Christians, Kurds, Druze, men, women. Every Syrian must be included," Clinton told reporters. "And a future of this kind cannot possibly include Assad."

The plan Brahimi is hoping to resuscitate was crafted earlier this year by his predecessor as the Syria peace envoy, former U.N. Secretary-General Kofi Annan. Annan's plan never got off the ground, and he resigned his post in frustration.

It starts with several demands on the Assad regime to de-escalate tensions and end the violence that activists say has killed more than 40,000 people since March 2011. It then requires Syria's opposition and the regime to put forward candidates for a transitional government, with each side having the right to veto nominees proposed by the other.

If anything resembling Annan's plan takes hold, it would surely mean the end of Assad's presidency. The opposition has demanded his departure and has rejected any talk of him staying in power. Yet it also would grant regime representatives the opportunity to block Sunni extremists and others in the opposition that they reject.

The United States blamed the collapse of the process last summer on Russia for vetoing a third resolution at the U.N. Security Council that would have applied world sanctions against Assad's government for failing to live by its provisions.

Russia insisted that the Americans couldn't demand Assad's departure. It also worried about opening the door to military action, even as Washington offered to include language in any U.N. resolution that would have expressly forbidden outside armed intervention.

Another wedding, a funeral on '30 Rock'

After getting married on last week?s episode, Liz Lemon returned to work and announced her good news.

?You got married? To what?? Frank asked.

Jenna was furious because Liz nearly stole her thunder and ruined her A list-style surprise wedding.

When she found out that Liz was named ?one of the 80 under 80 honoring women in entertainment who aren?t Betty White,? Jenna almost lost it. But Liz invited her to the awards ceremony, which would be broadcast on Lifetime.com\garbagefile.

As soon as they arrived at the celebrity-filled luncheon, Liz realized that Jenna was planning to upstage her and execute her surprise wedding. Enter Gayle King, who told Liz about the time she stood up to her BFF Oprah: ?My bangs, they?re not about you. It?s about trying to cover my forehead.?

Liz sabotaged Jenna?s almost-wedding with grocery store milk aisle lighting.

Back at the office, the longtime friends worked out their differences: ?All these years, I?ve always been able to look at you and feel better about myself,? Jenna explained. ?Watching you struggle at work, dating losers, wearing boy?s husky jeans.?

Meanwhile, Jack was trying to survive his 87-year-old (14 in demon years) mother?s ritual Pearl Harbor anniversary visit.

Colleen (Elaine Stritch) called, interrupting his chance to spend the afternoon with ?a nymphomaniac virgin widow.?

When Colleen started having health issues, Jack tried to call an ambulance, but she insisted they take a horse drawn carriage.

On the carriage to the hospital, Colleen finally told Jack that she just wanted him to be happy.

?One of these days, you?re going to turn around Jack, and I?m going to be gone, just like that,? Colleen said. And sure enough, when Jack turned around, she was dead.

But Jack?s determination to please his mother didn?t end there.

?My lifelong quest to please that woman is what made me the man I am today. The man who was the centerfold of Fortune Magazine no fewer than 3 times. The man who in 1984 wore a tuxedo so well he broke up the Go-Go?s. The man who last night wrote, and today will deliver, the greatest eulogy of all time.?

And he did. Even Kermit was there! But Jack didn?t plan the surprise ending: Jenna and Paul?s surprise wedding. Colleen would have hated it, Jack said. It was perfect. Congratulations to Mrs. and Mr. Jenna Maroney!

?30 Rock? has pulled off some pretty perfect weddings this season.

HBT: Indians out of Upton meda-deal talks

3:20 p.m. EST update: Rosenthal is quoting an official involved in the talks as saying they?re ?not dead,? but that things are no further along than they were going into the winter meetings.

3:00 p.m. EST update: Speaking with reporters about a half hour ago, Rangers GM Jon Daniels aid he was packed and ready to leave the winter meetings without completing a deal.

1:38 p.m. EST update: While other teams have packed up and left, Rosenthal says the Rangers, Diamondbacks and Rays are still at the winter meetings working on a Justin Upton trade.

FOXSports.com?s Ken Rosenthal is chiming back in on the Justin Upton trade talks, this time saying that two scenarios are in play, neither of which involve the Indians.

The Indians had been key in yesterday?s rumors, with Asdrubal Cabrera going to Arizona as the shortstop the Diamondbacks were thought to require in an Upton trade to Texas.

Rosenthal reports that both current scenarios involve the Rangers, Diamondbacks and Rays. One is a three-team deal and the other is a four-team deal that would include the Mariners.

While it?s speculation, Rosenthal thinks one way the deal could line up for the Rangers is for a Rays starter to go to Arizona, with Rangers third baseman Mike Olt and other prospects landing in Tampa Bay.

James Shields or Jeremy Hellickson could be the Rays starter in that plan.

Such an addition to the Arizona rotation could perhaps allow the Diamondbacks to swing a Cabrera deal with Cleveland afterwards.

As for the Mariners, they?re still believed to want Derek Holland from Texas. ESPN Radio?s Jim Bowden points out that the Mariners may be involved in order to aid the Rangers in getting Upton and thus help their chances of signing Josh Hamilton.

Study: Drug coverage to vary under health law

WASHINGTON (AP) ? A new study says basic prescription drug coverage could vary dramatically from state to state under President Barack Obama's health care overhaul.

That's because states get to set benefits for private health plans that will be offered starting in 2014 through new insurance exchanges.

The study out Tuesday from the market analysis firm Avalere Health found that some states will require coverage of virtually all FDA-approved drugs, while others will only require coverage of about half of medications.

Consumers will still have access to essential medications, but some may not have as much choice.

Connecticut, Virginia and Arizona will be among the states with the most generous coverage, while California, Minnesota and North Carolina will be among states with the most limited.
