Chinese transport "workhorses" extending military's reach

HONG KONG (Reuters) - China is expanding its long-neglected fleet of supply ships and heavy-lift aircraft, bolstering its military prowess in support of missions to enforce claims over disputed territory and to defend Chinese interests abroad.

These transport workhorses are unlikely to arouse the same regional unease as the steady rollout of high performance fighters, long-range missiles or potent warships, but they are a crucial element of the People's Liberation Army's (PLA) three-decade military build-up, defense analysts say.

Over time, the air and sea support will give the world's second-largest navy greater geographical reach and will enhance the PLA's capacity to assist troops on distant battlefields, potentially including Taiwan if Beijing were to launch a military assault to take control of the self-governing island.

China's state-owned shipyards last year launched two 23,000-tonne type 903 replenishment ships, according to reports and photographs published on Chinese military affairs websites and blogs, with further orders in the pipeline.

Defense analysts say the state-of-the-art ships are undergoing sea trials and should be commissioned into the Chinese navy later this year.

China also confirmed last month that the PLA had conducted the first test flight of its Y-20 heavy lift aircraft from the Yanliang airbase near Xi'an in Shaanxi Province.

State-run television showed footage of the four-engine Y-20, the biggest aircraft built in China, taking off and landing. The Y-20, built by AVIC Xi'an Aircraft Industry (Group) Co Ltd, would have a 66-tonne payload, according to official media reports.

AMBITIOUS GLOBAL POWER

The impending delivery of these support ships and aircraft is further evidence China intends to become a more ambitious global military power in a decisive break with its traditional security priorities of expanding or defending its extensive land borders.

"They are beginning to develop their capacity for power projection, there is no question about that," says Li Nan, an expert on the Chinese military and a professor at the U.S. Naval War College in Newport, Rhode Island.

Steep increases in military outlays over three decades have allowed China to build an advanced navy that now ranks second to the United States fleet in terms of raw numbers.

The Chinese navy now has about 80 major surface warships including its first aircraft carrier, the Liaoning. It also deploys more than 50 submarines, about 50 landing ships and more than 80 missile attack boats, according to Pentagon estimates of PLA military strength.

However, construction of support and replenishment vessels in Chinese shipyards has lagged far behind the output of combatants.

China has only five major supply ships to support a fleet that is conducting increasingly intense patrolling and exercises around disputed territory in the South China Sea and East China Sea.

These vessels are also called upon to support the Chinese navy on a growing number of deployments far into the Indian and Pacific oceans.

By comparison, the U.S. navy has 34 big replenishment ships to support about 140 major surface warships, according to Pentagon figures.

The Chinese navy's extended missions include regular deployments of naval task forces to the Gulf of Aden and waters off the horn of Africa as part of United Nations authorized anti-piracy operations.

LOGISTICS CAPACITY STRETCHED

These operations have stretched the logistics capacity of the China's navy with its three most capable supply ships on almost permanent duty, according to details of the deployments announced by the Chinese military.

However, these deployments have provided an opportunity for the ships and crews to practice and refine the ongoing resupply of warships, highly skilled maneuvers that are essential to keeping warships at sea for long periods, naval experts say.

China's defense ministry said that the frigate Mianyang, destroyer Harbin and the supply ship Weishanhu sailed on February 16 from Qingdao on the 14th of these anti-piracy deployments.

While extra supply ships will extend the range and endurance of Chinese fleets, Beijing's strategic objectives still remain relatively limited outside the nearby seas where it is locked in territorial disputes with some of its neighbors.

"They are focusing on securing sea lanes, counter piracy and evacuating Chinese nationals in times of crisis," says Li.

China's expanding military transport capability is unlikely to have an immediate impact on its tense standoff with Japan over disputed islands in the East China Sea that are close to logistics bases on the Chinese mainland, naval analysts say.

"Support ships will not change the nature of operations in the East China Sea but will have an impact on the ability of the Chinese navy to conduct operations at sea, if the support ships are used to grow its professionalism and seamanship," says Alessio Patalano, a Japanese military expert at King's College in London.

LEANER, MOBILE FORCE

For China's top brass, the first test flight of the Y-20 was an important milestone as the PLA continues its transformation from a predominantly mass, ground army to a leaner, more mobile force.

"These aircraft are vital if you need to move a lot of people and a lot of equipment some place very, very fast," says Reuben Johnson, a Kiev-based military analyst and correspondent for Jane's Information Group, who has studied the Y-20 program.

Reports in the official Chinese media said the Y-20 could land and take off from restricted airstrips and had the capacity to carry most PLA combat and support vehicles.

Chinese military planners have drawn lessons from the importance of heavy-lift aircraft in recent U.S. and other Western military operations where the capacity to shift troops and supplies to distant battlefields or trouble spots has delivered an overwhelming advantage, military analysts say.

The U.S. military has a fleet of more than 300 heavy lift Galaxy and Globemaster aircraft in service along with more than 400 smaller-capacity transport aircraft.

Many of these aircraft can operate from short, uneven landing strips in remote and rugged terrain.

The PLA's air-lift capacity is much smaller. It currently operates about 20 Russian-built Il-76 transport aircraft. The Il-76 has a 50-tonne payload compared with the Globemaster's 77 tonnes and 118 tonnes for the Galaxy.

Additional Il-76 aircraft are reportedly on order from Russia but production bottlenecks are holding up deliveries, according to Russian military experts.

If China can introduce a sizeable fleet of Y-20 aircraft over the next decade, it will sharply enhance the PLA's capacity to land troops and equipment on distant battlefields.

Military experts say this capability would be particularly important in an invasion of Taiwan should Beijing decide to use force to establish control there.

Some analysts predict the Chinese military will order hundreds of Y-20s benefiting the group's listed unit, AVIC Aircraft Co Ltd, in coming decades if the aircraft can deliver acceptable performance.

They expect the PLA will also use the Y-20 as the basic airframe for its proposed fleet of in-flight refueling tankers and airborne early warning aircraft.

Urijah Faber and Court McGee take UFC 157 wins

UK cardinal contests 'inappropriate' acts claims

LONDON (AP) ? The Vatican is looking into allegations of "inappropriate behavior" by Cardinal Keith O'Brien, Britain's most senior Catholic cleric, officials said Sunday. The claims came at a sensitive time, as O'Brien and other cardinals prepare for a conclave to choose the next pope.

O'Brien, who heads the Roman Catholic Church in Scotland, was taking advice from lawyers after British newspaper The Observer reported that three priests and a former priest have filed complaints to the Vatican alleging that the cardinal approached them in an inappropriate manner.

The paper did not cite the names of the priests, but it said their allegations date back to the 1980s.

"Cardinal O'Brien contests these claims and is taking legal advice," Peter Kearney, a spokesman for the Scottish Catholic Church, said. He declined to comment further.

A Vatican spokesman, the Rev. Federico Lombardi, said the complaints had been channeled through the office of the papal nuncio ? the Vatican's ambassador ? in London. "The pope has been informed, and the question is in his hands," Lombardi said.

In the coming weeks, O'Brien, 74, is expected to join a conclave of cardinals at the Vatican to elect the next pontiff, following the resignation of Pope Benedict XVI. Benedict announced earlier this month that he will step down on Thursday ? the first pope to resign in some 600 years.

O'Brien has not been the only cardinal to become embroiled in negative news as the papal election approaches. Across the Atlantic, thousands of people have signed a petition to keep California Cardinal Roger Mahony from the conclave because of revelations he had shielded sexually abusive priests.

Mahony has made it clear he will attend the gathering and that no one can force him to recuse himself.

In comments on the papacy made to the BBC on Friday, O'Brien said the next pope would be free to consider changing church policy on issues that were not "basic dogmatic beliefs." He said he believed that the requirement for priestly celibacy is not "of divine origin" and could be reconsidered.

O'Brien also said it was time to think seriously about having a pope from outside Europe. He said he would be "open to a pope from anywhere if I thought it was the right man, whether it was Europe or Asia or Africa or wherever."

The cardinal is due to retire when he turns 75 in March.

Long-missing WWII medal to be awarded

LOS ANGELES (AP) ? Hyla Merin grew up without a father and for a long time never knew why.

Her mother never spoke about the Army officer who died before Hyla was born. The scraps of information she gathered from other relatives were hazy: 2nd Lt. Hyman Markel was a rabbi's son, brilliant at mathematics, the brave winner of a Purple Heart who died sometime in 1945.

Aside from wedding photos of Markel in uniform, Merin never glimpsed him.

But on Sunday, decades after he won it, Merin will receive her father's Purple Heart, along with a Silver Star she never knew he'd won and a half-dozen other medals.

"It just confirms what a great man he was," Merin said tearfully. "He gave up his life for our country and our freedom. I'll put it up in my house as a memorial to him and to those who served."

Merin's mother, Celia, married Markel in 1941 when he already was in the military. They met at a Jewish temple in Buffalo, N.Y.

About four months ago, the manager of a West Hollywood apartment building where Merin's mother lived in the 1960s found a box containing papers and the Purple Heart while cleaning out some lockers in the laundry room, Merin said.

The manager contacted Purple Hearts Reunited, a nonprofit organization that returns lost or stolen medals to vets or their families.

A search led to Merin, who lives in Westlake Village, a community straddling the Ventura and Los Angeles county lines.

She became "kind of emotional, because I don't have a lot of pictures, I don't have a lot of stories, and I've always been a crier," she said. "My mother was always the stoic one, very strong."

Markel was killed on May 3, 1945, in Italy's Po Valley while fighting German troops as an officer with the 88th Division of the 351st Infantry Regiment, said Zachariah Fike, the Vermont Army National Guard captain who founded Purple Hearts Reunited.

"The accounts suggest that he was out on patrol and he got ambushed and he charged ahead and basically took out a machine gun position to save the rest of his guys," said Fike, whose organization has returned some two dozen medals. "For that, he paid the ultimate sacrifice."

He was awarded the Purple Heart and Silver Star posthumously, but for some reason the family never was told about the Silver Star and it was never sent to them, Fike said.

Merin's mother never talked in detail to her daughter about Markel.

"It was a very difficult topic for her. When my father died, she was seven months pregnant with me," Merin said.

Her mother briefly remarried when Merin was 10 but her stepfather died three years later, Merin said.

Her mother moved into the apartment in 1960 and may have placed the Purple Heart in the locker then, Merin said. Her mother lived there until 1975 before moving away, and Merin's aunt lived there until 2005. Another aunt lived there until 2009.

They never spoke about what was in the locker, and the family must have missed the box when they took away the aunts' possessions in 2005 and 2009, Merin said.

Merin said that in addition to the Purple Heart, which Pike kept for framing, the box contained letters and other papers, and her father's Jewish prayer book.

"I found it very hard to look at. A lot of them were condolence letters," she said.

Merin's mother was told about the discovery of the Purple Heart but didn't live to see receive it ? she died Feb. 1 at age 94.

Former San Diego mayor admits misusing charity to fund $1 billion gambling habit

Los Angeles (CNN) -- The first woman mayor of San Diego has acknowledged in court she misappropriated more than $2 million from her late husband's foundation to fund a casino gambling habit with which she allegedly won and lost $1 billion over nine years.

Her attorney said a brain tumor affected Maureen O'Connor's judgment in playing video poker. She's now broke and suffering cognitive impairment following brain surgery and a stroke in 2011, prosecutors said.

O'Connor, mayor of San Diego from 1986 to 1992, reported to the IRS more than $1 billion in casino winnings but also reported losses bigger than those winnings, resulting in a net loss from 2000 to 2009, prosecutors said in court papers.

Those net losses amounted to $13 million, her attorney said.

O'Connor was married to Robert O. Peterson, founder of the Jack in the Box restaurant chain, from 1977 until his death in 1994, but court documents don't disclose the size of the couple's fortune that apparently funded O'Connor's gambling habit.

O'Connor, 66, entered a deferred prosecution agreement Thursday in federal court in San Diego in which she admitted misappropriating money from the R.P. Foundation, on which she served as a trustee.

Under the agreement, she will repay the foundation $2,088,000, pay owed taxes, and be treated for her gambling addiction, prosecutors said.

O'Connor, however, is bankrupt and unable to work, court papers say. Her ability to repay the foundation is "limited," they say.

In 2011, surgeons removed a large tumor from O'Connor's brain, and she suffered complications that included cognitive impairment and a pulmonary embolism, prosecutors said. Magistrate Judge David Bartick found that her continuing health problems made it highly improbable she could be brought to trial, prosecutors said.

If O'Connor repays the foundation and satisfies the conditions of her deferred prosecution, the government will dismiss its prosecution in two years, prosecutors said.

She faces an unlawful monetary transaction charge carrying a maximum prison sentence of 10 years, documents say.

"Maureen O'Connor was a selfless public official who contributed much to the well-being of San Diego," U.S. Attorney Laura Duffy of San Diego said in a prepared statement. "However, no figure, regardless of how much good they've done or how much they've given to charity, can escape criminal liability with impunity."

O'Connor told reporters Thursday that for a while, she didn't know she had a brain tumor.

"There were two Maureens -- Maureen No. 1 and Maureen No. 2," she said. "Maureen No. 2 is the woman that did not know she had a tumor growing in her head."

She described that era as "the last chapter of my life where I lost my husband, I lost three of my siblings, I lost my two best friends and I had a difficult time.

"I think most of you who know me here would know that I never meant to hurt the city," she told reporters. She began to choke up and cry.

O'Connor was described as "a public figure and a civic treasure to the San Diego community" for 30 years, according to court papers filed by her attorney.

She is the eighth of 13 children of a mother who was a registered nurse and a father, Jerome, who was a boxer known as "Kid Jerome" and later became a prominent businessman, defense documents said.

She was elected to city council at age 25 in 1971 and, later as mayor, "put our city on the map as a destination for international tourism," partly by presiding over the completion of the city's Convention Center, defense documents said.

O'Connor's attorney attributed her gambling addiction to her medical condition.

"This was not, we think, a psychiatric problem or a characterological defect because there is substantial evidence that during this same time, there was a tumor growing in her brain, in the centers of the brain that affect and control, logic, reasoning and, most importantly, judgment," attorney Eugene Iredale said at a news conference Thursday.

O'Connor sat next to him with her head lowered.

O'Connor didn't plead guilty this week and the charge is played in abeyance for two years, Iredale said.

"It is fair to say in the last eight to 10 years a multiple amount of tragedies have befallen a person who was a great civic leader -- one of the sweetest, funniest people who ever existed in our city's history," the attorney said. "She suffered from terrible loneliness. She began around 2001 to gamble heavily."

"Although it's not fair of us to say there is no moral culpability, Maureen acknowledges doing something she ought not to have done," he added.

Photographs of her head after surgery show a fluid-filled cavity without brain matter at all, he said.

From 2000 to 2008, O'Connor gambled in Las Vegas, Atlantic City and San Diego casinos, court papers said. In 2008, when she became nearly broke, she began to siphon off funds from the R.P. Foundation and continued the activity into 2009, court documents said.

To fund her high-stakes gambling, she had liquidated her savings, sold several real estate holdings, auctioned valuables, and obtained a third mortgage on her home in La Jolla, California, the documents say.

O'Connor allegedly bankrupted the foundation and tried to avoid paying federal income taxes on the charity's money by characterizing what she took as "loans," court papers say.

"Despite having limited, if any, assets other than the funds misappropriated from the foundation, defendant continued high-stakes gambling," the documents say.

By March 2009, O'Connor allegedly had paid off casinos' gambling markers, or lines of credit, but hadn't repaid the foundation, prosecutors said.

She then enjoyed a streak of "several large gambling winnings after March 2009 that were used to continue gambling, not bring the foundation out of bankruptcy," court papers say.

Prior to 2008, the foundation funded such philanthropies as City of Hope, the Alzheimer's Association, Sharp Healthcare, Little Wishes Foundation, San Diego Hospice and the John Burton Foundation, authorities said.

A recently described master regulator protein may explain the development of aberrant cell growth in the pancreas spurred by inflammation

A team from the Perelman School of Medicine at the University of Pennsylvania profiled gene expression of mouse pancreatic ductal and duct-like cells from different states - embryonic development, acute pancreatitis and K-ras mutation-driven carcinogenesis - to find the molecular regulation of these processes.

Broadly speaking, two cellular compartments are important in a normal pancreas, endocrine cells, which produce hormones including insulin, and exocrine cells ? acinar and ductal -- which make and secrete digestive enzymes.

A cover article from the lab of Anil Rustgi, MD, Chief, Division of Gastroenterology, published early online in Genes and Development, details the molecular changes of exocrine cells during inflammation, so-called acinar-ductal metaplasia (ADM), a prelude to pancreatic ductal adenocarcinoma.

They used cell lineage tracing to follow what happens to the regulator protein called Prrx1 as cells change characteristics. Another protein, Sox9, which is downstream of Prrx1 in the cell signal pathway, is also important in understanding how pancreatic cancer forms, as the group has established the first link of Prrx1 to Sox9. The findings suggest that Prrx1 and Sox9 influence the emergence of an intermediate cell type that can give rise to cancer.

Inflammation is Key Culprit

Inflammation of the pancreas, or pancreatitis, is a leading reason for hospital admission, according to the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), and chronic pancreatitis is a risk factor for cancer of the pancreas. Each year, about 210,000 people in the United States are admitted to the hospital with acute pancreatitis.

Acute pancreatitis is caused by alcohol abuse, gallstones, and autoimmune disorders. When things go wrong, inflammatory pancreatitis happens, and the change from an acute state to a chronic state can lead to cancer.

When a patient recovers from pancreatitis, the change in cell fate reverts to the original cell type. But, if the pancreatitis is chronic, changed cells stay changed.

"We hope that studies like this one that identify key molecules and pathways that govern the cancerous fate of cells can be used as diagnostic predictors of treatment outcome and severity for cancer," says Rustgi.

More evidence needed for scale up of mobile device technology in health

Despite the hundreds of pilot studies using mobile health -- also known as 'mHealth'', which describe medical and public health practice supported by mobile devices -- there is insufficient evidence to inform the widespread implementation and scale-up of this technology, according to international researchers writing in this week's PLOS Medicine.

There are over 6 billion mobile phone subscribers and 75% of the world has access to a mobile phone leading health care providers, researchers, and national governments to be optimistic about the opportunities mobile health has to offer. However, the authors led by Mark Tomlinson from Stellenbosch University in South Africa, question the evidence supporting the scale up of mHealth.

The authors say: "In some ways, mobile technology has a magical appeal for those interested in global public health over and above the advantages that have been proven with good evidence."

They continue: "Part of this magical promise is that mobile technologies may solve one of the most difficult problems facing global health efforts -- that of structural barriers to access."

However, according to the authors while enthusiasm for effective mHealth interventions in sub-Saharan Africa is high, little is known about their efficacy or effectiveness.

They say: "The current wave of mHealth interventions are the equivalent of black boxes. Each small entrepreneur or researcher includes whatever bells and whistles that their funding allows in an attempt to demonstrate efficacy."

The authors argue that potential innovative research designs such as multi-factorial strategies, randomized controlled trials, and data farming may provide this evidence base and make several recommendations for the way forward.

The authors also argue that major donors could invest in creating a robust set of standards and a platform that can inform and support local adaptation of mHealth applications. The standardized features of the platform could then be available to all local technicians committed to improving the health of their local communities.

The authors conclude: "We also believe a global strategy for programmatic examination of the optimal features of the mobile platforms is needed."

To me, Skyrim is like a buffet that I have to continually step away from for fear of over indulging to the point of illness. As great as it is, a man can not live on bread and Skyrim alone, especially a man who has to maintain a high level of gaming diversity in order to feel ?caught up.? That being said, I tend to sneak back to the digital feeding trough that is The Elder Scrolls V whenever something [...]

To me, Skyrim is like a buffet that I have to continually step away from for fear of over indulging to the point of illness. As great as it is, a man can not live on bread and Skyrim alone, especially a man who has to maintain a high level of gaming diversity in order to feel ?caught up.? That being said, I tend to sneak back to the digital feeding trough that is The Elder Scrolls V whenever something fresh is introduced, regardless of my apparent fullness. To me, the Dragonborn DLC, like Dawnguard before it, is yet another serving of an entree that I can?t help but gorge myself on to uncomfortable levels of fullness.

Who Be Jumping Me?

When I popped back into my latest save point in Skyrim, I?d almost forgotten that I?d purchased the DLC earlier in the week. While walking back from a delightful afternoon in the town of Falkreath, I was ambushed by some wizard folk clad in squid adorned masks that I?d never seen around those parts. I was shocked at first, but then realized that these must be the minions of a fellow Dovahkiin who wasn?t too enthusiastic about me also holding that title. His name was Miraak and since he was the original Dovahkiin, he felt it necessary to remind the world that he was the first and I was but a poser trying to look cool. That?s right, the antagonist of the latest DLC is a power hungry hipster.

The thing is, I?m not a hipster and neither is my Skyrim character. We are, however, red blooded Americans and when someone pushes us, we push back and thus we made for the island of Solstheim. To be honest, I was hoping for a bit more from Solstheim as the landscape wasn?t too different from Skyrim, outside of a continually erupting volcano and some giant mushrooms. Sure, the city of Red Rock has houses that look like the submarine from 20,000 Leagues Under The Sea and the occupants of the island wear pieces of insect carapace as armor but don?t expect a dramatic palette change. I blame my unrealistic expectation that this DLC was going to visually wow me in the way The Shivering Isles did and I admittedly don?t have a complete grasp on the Elder Scrolls lore, which would have tempered my expectations a bit.

One of the more unique areas featured in Dragonborn is the realm of Hermaeus Mora, a Daedric Prince and keeper of forbidden knowledge who actually sounds like someone who keeps to themselves and reads text books all day. He lives in a world filled with slime and penis shaped stacks of books, a confusing maze of a place that is quite Lovecraftian in its?accouterments? Journeys to this realm are integrated into the main quest line as well as side quests that task you with recovering evil black books (which can be used to grant certain bonuses or allow you to redistribute skill points). ?I would have preferred to explore this realm on my own as you?re funneled through these areas in a very linear way, which kind of takes the juice out of the concept of being transported to a different dimension.

A Zoo of Possibilities

There are a number new enemies to contend with, such as the Ash Spawn (undead warriors composed of ash), some denizens of Mora?s realm who solidify the Lovecraftian aesthetic and my personal favorite the ?jellyfish-like Netch. The island also hosts a crap ton of spider variations, the most annoying of which explode when they get close to you. Oh and I don?t want to spoil anything but let?s just say werewolves aren?t the only were-beasts you?ll encounter. The additional creatures do help Dragonborn stand out a bit as it?s exciting to come across an unexpected newcomer during your adventuring. Though they won?t be quite as happy to see you. In fact, they?ll try to hurt you or worse, mash your private parts off.

Speaking of adventuring, Dragonborn does offer a host of quests, including the main quest line so you?re not going to necessarily get bored while you?re there. That being said, you won?t really be doing too much that you haven?t done before. The main quest itself was a bit underwhelming outside the introduction of Mora?s realm, but once you?ve killed one demigod you?ve killed them all. Again, my indifference may have quite a bit to do with the 100+ hours I have put into the game, though seeing as that seems like the demographic that will go after the DLC, a bit of spice could have been injected into the plot. I?d almost have?preferred?to just hang out in the mushroom village with the rusty old silt strider and do some Skooma, but the pressure to save everyone from evil was too much.

There are new weapons/armor to find and craft on top of everything?else?in the package. These were things that I only wore?to fit in better with the locals since I was already sporting armor and weapons made from the BONES OF DRAGONS. After a while, I realized that I should just wear the dragon bone suit because no one really gives a crap about fashion and folks don?t screw with dudes covered in dragon.

But I bet you heard you could ride dragons right? That is indeed true but the thrill of riding around on your primary adversary loses its appeal after the first time you do it. It?s just not fun. You don?t really have much control over the dragon and from an offensive perspective, you seem to lack the firepower that was used against you again and again by less friendly dragons. It?s a novel addition but nothing to write home to Mom about and definitely not something that will change the game.

Dragonborn does quite a bit more than Dawnguard in terms of offering up new content for players, and I think people will be happy with a new place to explore even though it?s not exploding with wonderment. At the end of the day it?s more Skyrim, and if you?re filled to the brim like I am, that may not be as satisfying as it used to be.

Meet the dogs of Westminster: Joey Bag A Donuts

NEW YORK?For every dog that wins at the Westminster Kennel Club Dog Show, there are hundreds who don?t make the cut.

On Monday morning, one of those dogs was Joey Bag A Donuts, a black French Bulldog from Boston who was eliminated from a packed competition that featured more than 30 other dogs.

Joey, who has a brother named Mafia, seemed unfazed by his loss. Lounging at his purple-and-gold holding area, he posed for picture after picture taken by a steady group of fans. Only once did he yawn?and even that move elicited a coo of joy from one woman, who snapped at least a dozen photos of the Frenchie.

?He?s actually really tired,? Penny Wyatt, Joey?s handler, said, adding that they woke up at 4:30 a.m. to make it to the show.

Last weekend?s blizzard in the northeast had put a wrench in their travel plans, she said. Wyatt said she knew other dogs from Boston who had arrived late to the show because of the weather.

It was Wyatt?s second year at Westminster. Last year, she showed her own dog, but this year, she decided to handle Joey, who is owned by her friend Kerry Boyd, also an owner/handler.

?It can be tough for people like us here,? Wyatt said. ?It?s not like I'm a well-known professional handler that judges recognize, and that makes it hard sometimes. It can be very political.?

But, she added, ?I just come to have fun. For me, it?s about the experience. It?s an unbelievable experience.?

Although Joey was eliminated early, Wyatt said they would stick around for the full show. ?I love talking to people about French Bulldogs,? Wyatt said, as she gave Joey an ear massage. ?They are wonderful dogs. Just wonderful.?

US drone strikes: There's 'no wink and nod' from Pakistan, ambassador says

Pakistani Ambassador Sherry Rehman rejected prevailing perceptions that her government publicly condemns the drone strikes while privately cooperating with the US on them. Instead, she says, the Pakistani government unequivocally opposes the strikes as a violation of sovereignty and as a recruitment tool for extremists.

?There is no policy of quiet complacency, no wink and nod,? Ambassador Rehman said at a Monitor breakfast with reporters in Washington.

The Pakistani diplomat insisted her country ? keenly interested in the stability of the South Asian region ? is expending considerable resources to enhance the security of its border with Afghanistan. But in terms of border interdiction and stability, she said, the US cannot expect Pakistan to accomplish what the US and its NATO partners could not ensure over a decade of operations in Afghanistan.

Rehman also rejected the complaints of some US and Afghan officials that Pakistan is not fully cooperating in efforts to promote an Afghan peace process through reconciliation ? for example, by not releasing the high-level Afghan Taliban prisoners it holds as a goodwill gesture for planned peace negotiations.

Rehman hinted that such releases ? including that of the Taliban?s former second in command, Mullah Abdul Ghani Baradar, whom the government in Kabul wants released to facilitate talks ? may be coming. But, she also insisted, the peace process can succeed only if it is directed by Afghans.

?What we?re saying is we?re putting our shoulder to the wheel,? she said, ?but [the peace process] has to be led by Afghanistan.? She added, ?It must be defined by them, led by them, goal-posted by them.?

Pakistan?s focus is security and stability throughout South Asia, said Rehman, who referred to a ?historic shift that Pakistan is very consciously making.?

Rehman?s comments came as Afghan and Pakistani leaders met with British officials in London to discuss Afghan reconciliation efforts as NATO countries pursue a military drawdown that is set to have them out of Afghanistan by the end of 2014. The Afghan government?s reconciliation plan puts Pakistan in the role of go-between in eventual face-to-face, Taliban-Afghan government peace talks.

But others, including some US officials, have questioned Pakistan?s ability to play that role, given what they say is its long history of harboring Taliban fighters as a means of maintaining a degree of influence in Afghan affairs.

Rehman countered such an argument, saying that Pakistan has lost more than 46,000 civilians and security forces in its fight with extremists. She also said that the country?s tribal areas where extremists have flourished are increasingly under government control.

The slice of tribal areas under government control has increased from 37 percent in 2009 to 86 percent last year, she said.

In her remarks, Rehman emphasized that this spring will be the first time in Pakistan?s history that an elected government will have completed a full ruling period before new elections. Calling that achievement ?historic,? she said it underscores Pakistan?s progress as a stable and advancing democracy.

Perhaps conscious that much of the world now associates her country with the case of Malala Yousafzai ? the 15-year-old advocate of girls? education shot in the head last October by the Taliban ? Rehman said the Pakistani government has taken unprecedented steps to reduce female poverty and encourage women?s participation in the country?s political and economic life.

But women?s economic and social betterment is ?not going to happen overnight,? she said. Still, she noted, Pakistan has approved a ?safety net? specifically designed to address female poverty and economic independence, while legislation addressing sexual harassment and domestic violence has been passed.
